Employee will be assigned to the Research and Development Office, VA Health Care System, Iowa City, IA, performing budget administration functions in the management of research and medical care appropriated funds for the Center for Access & Delivery Research and Evaluation (CADRE), Veteran's Rural Health Resource Center (VRHRC), and other Health Services Research centers and operations programs.
Duties

Duties include, but may not be limited to the following:
Performs actions related to the formulation, justification, presentation and/or execution of various funding (VRHRC and Rural Health funding; VA Office of Research and Development Health Systems Research and Quality Enhancement Research Initiative (QUERI) funding; and other associated program funding).
Provides financial advice and performs financial analysis work for internal agency operating programs.
Performs a wide range of administrative and analytical duties in the formulation, presentation, and execution of multiple program budgets.
Reviews and edits budget requests submitted to ensure conformance to procedural requirements of multiple programs.
Monitors the execution of the multiple program operating budgets to assure that funds are properly allocated, obligated, and spent in a timely and effective manner.
Analyzes and revises data, as necessary, for inclusion in budget reports and schedules.
Prepares analyses and justifications of requests for allotments of funds available in the budget.
Coordinates, prepares, and submits all budgetary information required for the budget reports.
Serves as the Contracting Officer Representative for the office and other program contracts and is point of contact for vendors and contractors for acquisition of new equipment, supplies or to resolve problems.
Prepares estimates for projected operating budget based on a variety of information and data.
Researches, compiles, and summarizes data concerning personnel salaries to formulate annual budget estimates.
Provides recommendations and alternatives for expending surplus funding to maximize benefits to the department and associated programs.
Maintains effective communications with leadership on all delegated tasks and responsibilities.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: skill in formulation, justification, and execution of budgets; performing budget analysis; analyzing and evaluating contracts; monitoring fund control point expenditures; utilizing automated financial systems and databases; and preparing a range of budget reports.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Physical Requirements: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. Concentration and sustained performance under prolonged stress is required due to time factors involved and the nature of work.
