The position is located at NSA Bethesda's Fleet, and Family Support Center (FFSC). The Fleet and Family Support Program (FFSP) is the Navy's primary agency for the delivery of an array of human services intended to enhance the stability, resiliency and self-sufficiency of individuals and families, resulting in increased operational readiness.
Duties
Incumbent serves as a non-clinical consultant on a wide variety of work and family life issues and concerns. He/she interviews and assesses clients' needs and concerns as they relate to areas such as relocation, deployment, career resource development, and personal financial issues. Evaluates and interprets data received from interviews. Identifies and clarifies issues/concerns and determines appropriate referrals either within FFSC and/or the civilian/military communities. Assists clients in prioritizing issues and developing plans and goals that are tailored to specific needs and concerns. Provides advice, guidance and additional referral options to clients.
Requirements
- A valid State driver's license is required to operate motor vehicles.

Qualifications
Comprehensive and practical knowledge of individual agencies' policies and procedures and well-developed skills in working with social service delivery systems in the local community, including establishing agreements with individual agencies. Ability to supervise professional staff.
High level of skill in interviewing and counseling to enable clients with a wide variety of vocational, educational, and disability problems (although not those with serious handicaps) to receive, assimilate, and make realistic career, transition, relocation, and other life and work choices; establish
the nature and extent of concerns/issues; provide assistance in developing goals and plans; and determine appropriate referral services/options when frequently there is difficulty in determining clients' needs or wants or convincing them that problems exist.
Skill in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism in interactions with vocational rehabilitation specialists, faculty of educational institutions, employers, leadership of organizations, and with program representatives and officials.
Skill in using various computer software database, spreadsheet, word processing, and network programs such as the Internet, Fleet and Family Support Management Information System (FFSMIS), Word, Excel, and PowerPoint.
Ability to collect, evaluate, and disseminate information; assess and measure organizations' and other serviced populations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans, procedures, and tools to address such issues. Ability to communicate effectively both orally and in writing.
Education
Bachelor's Degree in a social science or related behavioral science field. PROOF OF EDUCATION MUST BE PROVIDED AT TIME OF APPLICATION.
OR
Four years of appropriate experience equivalent to a major in the field, in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral science fields and of social services delivery systems in order to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests.
