The Medical Management Specialist serves as the Health Administrative Specialist on Duty (HOD) located in Business Office (BO). The position has both the authority and responsibility to represent both the Medical Center Director and the Chief, BO on all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Main duties include, but are not limited to:
Maintain continuity of functions and provide full medical administrative support during other than normal torus of duty to clinical and administrative medical center staff.
Provide technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources.
Interpret VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, Community Care (outside VA), and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel.
Process administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOAs), homicides, code blue, cost recovery matters, and facility or community disasters, etc.
Provide administrative authority, guidance, and decision making to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD), and other similarly named Nurse and Medical positions in charge after hours, and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Assist medical center staff with medically related problems, including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients.
Initiate call back roster, deployment of resources etc., until close of the incident or a designated Executive report to the facility for duty.
Maintain good public and media relations as instructed and trained by the Public Affairs Officer until the designated employee arrives.
Receive and respond to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional Offices, military personnel, private physicians, media, and the general public.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
In addition to the time in grade requirements listed above, the below education/experience qualification requirements must be met at the grade(s) in which you are applying.
For the GS-7 grade level -
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-07 you must have 52 weeks at the GS-05. Specialized experience is defined as: Basic knowledge of medical center organization, functions, specialties, and programs, i.e., Social Work, Nursing, Laboratory, Radiology, etc.; experience locating and interpreting regulations from a wide range of sources; reviewing data and information for trends, problem areas, and makes recommendations to management to resolve issues; ability to cope with wide variety of problems and to resolve them quickly and decisively; and explain and organize complex issues in writing. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates. OR,
GS-7 - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess one full year of graduate level education or Superior Academic Achievement (S.A.A.). NOTE: The education must have been obtained at an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
GS-7 - Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of education beyond a bachelors degree and specialized experience as described above, to meet the total experience requirements. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
For the GS-9 grade level -
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. For the GS-09, you must have 52 weeks at the GS-07. Specialized experience is defined as experience in using a wide range of medical center administrative concepts, principles, and practices; provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients; reviewing data and information for trends, problem areas, and makes recommendations to management to resolve issues; interpreting rules, regulations, policies, and procedures to make sound decisions; and identify and analyze complex problems or situations with a range of variables. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates. OR,
GS-9 - Education: Applicants may substitute education for the experience required for the GS-09 level. Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B, or J.D., if related. Education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-9 - Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. Physical Requirements: The work requires much walking throughout the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
