The incumbent serves as the VISN 15 (VA Heartland Network) Budget Analyst in Kansas City, Missouri Assists the Chief Financial Officer and the Network Director in carrying out all phases of the work of the network but primarily, in the day-to-day operations and execution of the VISN Budget. The incumbent performs a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, and review of the VISN budget.

Duties include, but may not be limited to the following: Assists in formulation, presentation, and execution of the budget and target allowances for VISN 15. Reviews, analyzes and edits budget estimates and requests for funds submitted by managers for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting justification on, and conformance with budgetary policy and guidelines. Recommends necessary changes and revisions. Performs necessary analysis of workload and budget data to identify trends, irregularities, draw conclusions, and make recommendations. Prepares bi-weekly FTE reports, daily Fiscal reports, and reports on other issues as identified by network management. Coordinates network-wide financial activity with VAHQ and network management. Prepares all funding transfers via computer with VAHQ Office of Resource Management, as needed. Performs reviews and analysis of non-VA drawing accounts and non-VA provided care as requested by Chief Financial Officer. Devises and recommends the adoption of procedures for the network to implement the budget process, policies and regulations Issued by VAHQ. Drafts analyses which examine the impact and significance to the Department's budget of new or revised legislation, policies, procedures, and program requirements. Conducts special studies ranging from a single problem-focused analysis to more global issues. Designs survey instruments, collects information, provides analysis, and recommends actions. Uses techniques of choice to achieve the desired objective(s), designs, and implements follow+AK0- up systems to track completed or outstanding Issues and reports matters of concern and progress made to the Chief Financial Officer, who reviews incumbent's work in final form. Interacts frequently with the VHA Business Office and VISN Service Support Center to facilitate the provision of services to the network. Demonstrates proficiency in the use of KLF menu, and other databases for use In analyses and special studies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 day of the of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: To qualify at the GS-12 level you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying budgeting and pricing concepts, principles, processes, laws and regulations to the formulation, presentation and execution of assigned programs, activities, or appropriations. Utilizing appropriations and authorization processes and legislative history in order to interpret and assess the impact of new or revised laws on the formulation, presentation, and execution of assigned budgets. Providing all levels of management with advice and guidance on manpower and budgetary matters affecting the ability of the VISN in meeting program objectives. You will be rated on the following competencies based on your application for this position. Specialized Experience: To qualify at the GS-13 level you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing budget processes, procedures and requirements to formulate, justify and monitor the execution of the budget. Utilizing appropriation law to facilitate the proper use of funding and funding vehicles in supporting assigned programs in execution of revolving and appropriated funds. Gathering information, identifies and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations. You will be rated on the following Competencies for this position: Budget AdministrationComplianceFinancial ManagementFinancial ManagementPrinciples of Finance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed, for the most part, while seated; however, the incumbent lifts and carries reference books, working papers, and similar items. Requires a moderate amount of walking, standing, and bending. Occasional travel is required.
