The Financial Analyst serves as an Employee Compensation Analyst and performs duties that promotes adherence to Employee Compensation related federal laws, regulations, and established VA Financial Policies. This position is located at the VA Medical Center in Fargo, North Dakota.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but not limited to: Supports the Chief Financial Officer (CFO), Assistant Financial Officer (AFO) and the Customer Service supervisor to provide accurate and timely compensation for employees. Investigates employee compensation-related errors and/or anomalies through analysis of VA Financial Management and Human Resources automated systems. Corrects issues identified through customer service requests or internal audit discovery. Reviews and reconciles various types of employee compensation and leave transactions involving General Schedule (GS), Wage Grade (WG), VM, VN, Title 5, Title 5 Hybrids, Title 38, Title 38 Hybrids, Senior Executive Service (SES), Veterans Canteen Service (VCS), and Fee Basis Providers. Utilizes a variety of systems such as Defense Civilian Payroll System (DCPS), the payroll system operated by the Defense Finance and Accounting Service (DFAS); Remedy, a DFAS application; and VA Time and Attendance (VATAS). Processes a variety of transactions including travel claims, timecards, and personnel records. Communicates orally and in written form to provide advice and guidance to customers, prepare reports and represent the organization in interactions with other VA elements. Conducts audits ensuring adherence to regulations and policy, generates reports and develops action plans to resolve the identified issues. Develop and conduct training on financial regulations, policies and applicable software applications/systems. Provide guidance and assistance to customers via the telephone and email. Performs other duties as assigned. Qualifications

To qualify for this position, applicant(s) must meet one of the following qualifications: SPECIALIZED EXPERIENCE: Requires one (1) year of experience equivalent to at least the GS-7 level that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of this Financial Analyst position to be filled. Specialized experience includes utilizing an automated payroll and/or financial system; reviewing transactions and correcting errors; and assisting customers/employees by providing guidance via telephone/email. (Resume(s) must clearly support the duties and experience required for this position. We will not make assumptions regarding experience.) -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related. Education must be related to the position and must demonstrate the knowledge, sills, and abilities necessary to do the work. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): An equivalent combination of specialized experience and successfully completed graduate education beyond a bachelor's degree, as described above, to meet the requirements for this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
