The Department of Energy's (DOE) Office of the Chief Information Officer is looking for a dynamic, innovative, seasoned executive to serve as the Chief Technology Officer within the Office of the Chief Information Officer (OCIO).

Duties

As the Chief Technology Officer you will: Responsible for developing an enterprise-wide Information Technology, digital transformation, emerging technology, and business strategy. Lead innovation efforts with technology solutions related to software development,visualization, business analytics, and AI/ML to drive operational transformation while ensuring data, privacy, records, and cybersecurity compliance. Plan and execute an iterative strategy for scaling an IT organization from startup phase to mature. Redesign key business processes to increase efficiency and improve user experience through continuous development, feedback, and delivery. Manage and execute technical plans to ensure that DOE follows a consistent framework using best-fit technologies, to safeguard continuously identifying and moving DOE towards its target architecture. Represent OCIO/DOE by providing independent programmatic and technical expertise with industry, academia, other Government agencies, Congress, Office of Management and Budget, White House staff, and international and foreign organizations

SPECIALIZED EXPERIENCE REQUIREMENTS: Your application and resume should demonstrate that you possess each of the following Specialized Experience Qualifications (SEQs) listed below to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. Please note the SEQs must be addressed individually and in the narrative form within the application assessment. FAILURE TO MEET OR ADDRESS ANY ONE OF THE SPECIALIZED EXPERIENCE QUALIFICATIONS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION. The SEQs for this position are: SEQ 1: Demonstrate experience leading enterprise transformation, innovative, new or emerging technology, and large-scale technology implementation including cloud, low code/no code, full stack development, Artificial Intelligence, systems engineering, Dev/Sec/Ops principles, automation, and agile processes to facilitate rapid delivery. SEQ 2: Demonstrate experience in enterprise-wide technology strategies adoption by working with technology and non-tech executives to implement, scale, and ensure technology continuously improves services, products, and business outcomes for staff, customers, stakeholders, and partners. SEQ 3: Demonstrate your success in advocating for, introducing, and implementing new technology platforms, applications in a large, federated, decentralized, and geographically dispersed organization consistent with pertinent federal laws, regulations, policies, and guidance affecting application development, including cybersecurity, privacy, and cloud smart. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service Programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification and eligibility requirements by the closing date of this announcement.
