The primary purpose of this position is to operate several complex workstations or a portion of a large fuel distribution system to receive, store, transfer, and dispense aviation/ground petroleum and cryogenic products, and operate aircraft refueling vehicles/equipment to fuel and defuel aircraft.
Duties
- Operates several complex workstations or a portion of a large fuel storage and dispensing system to transfer fuel to aircraft and refuelers.
- Receives incoming petroleum fuel and cryogenic product shipments by truck, tank car, or pipeline.
- Issues petroleum products to containers and refueling units through fillstands. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.
- Inventories and inspects the storage/distribution system and the condition of the products received and issued.
- Operates refueling vehicles, up to and including tractor trailer, for dispensing of aviation fuels and defueling aircraft. Performs operator maintenance of fuel storage and dispensing equipment and aircraft refueling vehicles.

- A valid driver’s license is required to operate motor vehicles up to, and including, an aircraft refueling vehicle.
- Shift work and/or overtime may be required.
- May be required to be certified in the handling and/or removing of hazardous materials.
- Position requires the ability to discern colors, contrast, and depth.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400-Industrial Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a FUEL DISTRIBUTION SYSTEM WORKER (MOTOR VEHICLE OPERATOR) without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the operation of one or several complex work stations in fuel storage and distribution systems.
2. Knowledge of methods used in the load, unload, transfer, and storage of liquid fuels and cryogenic products.
3. Knowledge of the methods used to gauge tanks before, during, and at the end of fuel operations.
4. Skill in manipulating numerous controls to properly regulate the flow of liquids in a safe and efficient manner, and operating various types of pumps and other fuel distribution equipment.
5. Skill in performing routine operator maintenance and minor repair of items such as tanks, pumps, motors, and valves.
6. Ability to follow oral and written instructions.
Physical Effort
Exerts light to moderate physical effort while performing duties. May lift or carry items that weigh up to 50 pounds. Heavier items are moved with assistance from others or with weight handling equipment. Work requires considerable standing, walking, bending, climbing, and working in cramped conditions.
Working Conditions
Work may be performed inside or outside. May be exposed to extreme weather conditions. Hazards in the work area include possible dangers from fire, explosion, and noxious fumes. Subject to prolonged exposure to loud noises.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
