About the Position: Join us at the United States Southern Command. We provide direct support to a four-star Unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with Caribbean, South and Central American nations and peoples are substantial.

Duties

Support the administration of the Security Cooperation Education and Training Program (SCETP) at the United States Element (USELM) to the Inter-American Defense College (IADC), located at Washington, DC. Plan and execute the life-cycle support of all International Military students and their dependents. Establish and maintain automated database of student training records and to schedule students for various courses of instructions. Review invitational travel orders (ITOs) for all students ensuring they are complete, and that personal and academic requirements and prerequisites have been met prior to entering training. Ensure academic certificates and awards are available for presentation at recognition ceremonies. Oversee and coordinate travel arrangements, airport transportation, in-/out-processing of students, and lodging arrangements for students. Develop supply, travel, and training budgetary requirements and track expenditures accordingly.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security clearance.
  • Incumbent must maintain a valid state driver’s license.
  • This is an intermittent position. Incumbent will only work 240 hours per fiscal year. Incumbent must agree to work on an intermittent/as needed basis.
  • Position may be filled as a Temporary Appointment NTE 12 months. Temporary appointments may be extended up to a maximum of three (3) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position.

Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes facilitating an education/training program to provide administrative, logistics, and information support to international military students; verifying students' personal and academic requirements are met prior to entering training; reviewing documents such as travel orders and living allowance authorizations for correctness; maintaining an automated database of student training records to ensure proper documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in Education or a subject area related to the position to be filled, such as Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Education / Training Program AdministrationManages and Organizes InformationWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
