You will serve as an AQUISITION SPECIALIST in the HQ FINANCIAL OPERATIONS, RESOURCE MANAGEMENT, of BUREAU OF MEDICINE AND SURGERY.
Duties
You will serve as an Acquisition Specialist within the Contract Support Office (CSO), providing procurement support to noncontracting personnel related to supply and service contract requirements.
You will provide advice, guidance, and instruction in all areas of procurement support to Headquarters (HQ) department personnel.
You will plan, develop, implement contracts for BUMED Headquarters.
You will monitor and oversee assigned contracts within the Command.
You will monitor assigned financial reporting to ensure accuracy, efficiency, and effectiveness of contract support.
You will serve as the Alternate Contract Officer Representative within the HQ Financial Operations Branch at the Bureau of Medicine and Surgery.
You will serve on the Technical Evaluation Team evaluating vendor responses to government solicitations.
Requirements

Qualifications
To qualify for the GS-13 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience conducting pre- and post-award procurement actions, conforming to acquisition regulations, policies, and procedures
Experience reviewing vendor contract proposals to determine reasonableness of prices for labor, materials, other direct costs, and profit
Experience utilizing automated information tools and data bases to analyze data, export reports, and produce concise conclusions for reporting on contracting data
Experience analyzing unique performance work descriptions to identify or resolve problems in contract specifications
Experience reviewing contract proposals for compliance with the solicitation and directing source selection
Experience reviewing contracts to determine their effectiveness and efficiency.
To qualify for the GS-12 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience solving problems over the acquisition of supplies, products, software, equipment, and services
Experience monitoring contractor progress for compliance with contract terms, including price and delivery schedules
Experience utilizing automated tracking tools to identify, approve, and fund contract requirements for supplies and services
Experience analyzing contract plans, procedures, and policies, and recommending changes to improve effectiveness
Experience reviewing proposals to assist in determining contractor responsibility or compliance with the terms of the contract
Experience monitoring contractor progress for compliance with contract terms
