About the Position: Serve as a Supervisory Contract Specialist for the U.S. Army Mission and Installation Contracting Command (MICC) at either Fort Cavazos, TX or White Sands Missile Range, NM.

Duties
Plan, direct, coordinate, and manage the various contracting functions.
Review new or changed policies, laws, and regulations affecting work of the branch and develops new or changed internal policies and procedures.
Develop plans and procedures on matters having broad implications and presents as recommendations to the Division Chief.
Develop and recommend budget and resource plans to accomplish the work of the branch to include immediate and known or anticipated long-range projects.
Analyze requirements, recommends necessary revisions to requirements, determines method of procurement, and develops plan of action to include milestones, acquisition strategy plan and type of contract.
Development of staffing and issue of all acquisition documentation, which allow for the execution of legal binding contracts.
Monitor work of the contractor as well as act as contract advisor for customers and branch staff.
Manage, train, and supervise the work of the branch.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
- One supervisory year trial/probationary period may be required.
- One year trial/probationary period may be required.
- You may be expected to travel up to 25% for this position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Performing Pre-award for the acquisition of services or supplies such as writing acquisition strategies, determining price reasonableness, or determining contractor responsibility to complete the phases of a contract; 2) Performing Post-award for the acquisition of services or supplies such as monitoring contractor performance, issuing non-conformance reports, or executing contract closeout to complete the phases of a contract; and 3) Leading a group of employees within a contracting office to ensure assigned work is in compliance with regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
