You will serve as a HUMAN RESOURCES ASSISTANT(MILITARY) in the MILITARY PERSONNEL DIVISION(1170), EXECUTIVE SUPPORT STAFF(1100) of PEARL HARBOR NSY AND IMF. A post allowance amount, (otherwise known as: COLA), of 8.90% will be added to the stated salary. Post allowance is subject to change at any time. For additional information, please refer to the Joint Travel Regulations (JTR), Chapter 5 Part B.

Duties

You will research and provide explanations regarding rules, procedures, and requirements to military employees. You will coordinate all military service record related inquiries and pay matters such as record entries, leave request, tax information, military pay inquiries, and government quarters and housing issues. You will conduct queries about entitlements and pay benefits, and evaluate and determine the validity of requests from members. You will oversee the permanent change of station orders processing system including overseas, new construction and sea duty screenings for all enlisted personnel, officers and their families. You will be the primary customer service point of contact for all military personnel assigned to Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility and serviced activities. You will issue required and requested information to major claimants involving simple and complex issues. You will explore and recommend alternative solutions to complex problems.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing Human Resources (HR) services for military personnel overseeing permanent change of station orders processing system, providing authoritative recommendations, decisions, and information, processing military personnel in and out of activities and pay transactions to ensure optimal administrative support to assigned military personnel. Education

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.
OR
A combination of experience and education as described above that equates to one year of experience.
