You will serve as an INFORMATION TECHNOLOGY SPECIALIST (SYSADMIN/APPSW) in the Department of the Naval Medical Leader and Professional Development Command (NMLPDC) of NAVMEDLEADPRODEVCMD BETHESDA.
Duties
You will provide computer and network integration and support to Navy Medicine Leadership Professional Development Command.
You will analyze current and projected academic computer hardware, software, and protocol requirements; evaluate current hardware, software and protocol capabilities to meet these requirements.
You will use knowledge of cloud and on-premises network topologies, network servers, and other hardware interface requirements, and user network support requirements.
You will oversee maintenance of research computer host systems; ensuring installation of software on research computer host systems; and special academically required services including domain name service, web-based applications, etc.
You will prepare testing and implementation plans, evaluate test results, and initiate corrective actions.
You will test and evaluate changes in research, test and evaluation, prior to implementation on the network.
You will be responsible for overseeing analysis, development and integration of network devices, host computer systems, file servers and personal devices.

- This is a Cyber Workforce position, work role code 451 (System Admin), proficiency level (Basic) and required to obtain and maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2 and DON policies.
- You must obtain the required credentials within 12 months of appointment and participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

IT-related experience demonstrating this competency include: Applying qualitative and quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Consult with customers or stakeholders to evaluate functional requirements and in managing the translation of functional requirements into technical solutions.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Responds to inquiries regarding procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on emerging problems/ issues.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Develop unique and innovative solutions from unrelated processes to ensure the integrity of the organization by avoiding or resolving the compromise of sensitive information regarding sources and investigative findings and materials.
In addition to demonstrating the four competencies above, applicants must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector such as:
Experience working with network and Cloud base protocols, HTMLS web-based applications and internet services, Microsoft Sharepoint and MS Office 365 products;
Experience developing, modifying, and maintaining systems level software and reconfiguring the system to maximize utilization of system resources;
Experience working with wired and wireless networking, and connecting wired ports as directed; In-depth experience working with computer applications such as databases, collaborative software, and IT Service Management (ITSM) and Service Level Agreements (SLA);
Experience providing expert communication using both oral and written skills;
Experience making oral presentations and written reports to senior level managers; and
Experience writing informational and technical materials designed to provide guidance and training to management and staff.
