About the Position: Serves as the Assistant Deputy Chief of Staff, G-8 (Resource Management), Headquarters, U.S. Army Training and Doctrine Command (TRADOC) utilizing knowledge in the fields of resource management to include programming/budget, management accounting, management analysis, support agreements, competitive sourcing, TDA management, acquisition management and oversight, as well as financial reporting and financial advisory functions.

Duties

Delegated responsibility for carrying out all phases of resource management programs (financial, manpower, and force management). Provides technical expertise in interpreting directives, planning, implementing, and directing the program/budget, management accounting, management analysis, support agreement, competitive sourcing and TDA management. Serves as the Assistant Deputy Chief of Staff, G-8 (Resource Management), Headquarters, U.S. Army Training and Doctrine Command (TRADOC). Plans, develops, monitors, and coordinates the execution and implementation of the total resource management program. Represents HQ TRADOC in planning, proposing, defending, and coordinating financial and management control systems and procedures to achieve optimum use of resources. Analyzes financial data and provides advice and guidance on the economics of plans and programs and utilization of financial, personnel and material resources. Serves as Department of the Army Portfolio Manager for Education and Training Knowledge Based Services. Supports Command career program manager for Comptroller Career Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • This position may require temporary duty (TDY) for business for up to 10% of the time.
  • Must file financial statement.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position requires Financial Management Level 3 Certification.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
