The purpose of this position is: To support the U.S. Special Operations Command's audit readiness strategies developing and revising fiscal procedures for CFO compliance, and providing liaison functions with Component Commands, DFAS, Office of the Undersecretary of Defense, Government Accountability Office, Treasury, Office of Management and Budget, and Military Services.

Duties

Serves as a Subject Matter Expert (SME) for Financial Improvement and Audit Remediation (FIAR). Serve as primary audit remediation liaison among stakeholders, assigned Component and Sub-Unified Commands, Service Providers, and Auditors. Facilitate process development, documentation, and improvement efforts to support financially relevant business processes across USSOCOM. Conducts analyses, reviews. and special studies of accounting and/or related financial information for assigned programs/organizations. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.
  • Proficiency in the use of common DoD software, including the Microsoft Office Suite of applications, and accounting software.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent must sign a statement acknowledging the position is a TDP.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of and skill in applying federal financial management theories, practices, methods, and techniques to independently analyze business processes and to modify and adapt analytical techniques to perform a variety of assignments, solve problems, and to advise managers on risk assessment and internal control matters. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Federal Managers Financial Integrity Act, Federal Financial Management Improvement Act, The CFO Act of 1990, and OMB Circular A-123 Risk Management and Internal Controls requirements. Knowledge of Information Technology General and Application Controls, Statement of Standards on Attestation Engagements (SSAE) No. 18, Service Organization Control (SOC) Reports, and methodologies to integrate assurance over Service Provider controls into the Entity Level Control environment and statement of assurance of an organization. Knowledge of commonly used accounting methods, practices, procedures. Regulations, policies, and processes Knowledge of missions. functions, goals, objectives, work processes. and sources of funding pertinent to USSOCOM component commands, sub-unified command, and theater special operations commands. Knowledge of source of factual information about and related to processes of accounting classifications, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Ability to communicate effectively and persuasively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
