About the Position: Supervises and directs all activities of the Applied Environmental Effects Division. Through subordinate supervisors, directs the efforts of approximately 38 engineers, scientists, technicians, support contractors, and administrative personnel engaged in planning, scheduling, conducting, monitoring, and evaluating and/or reporting on tests of weapon systems.
Duties
Direct materiel testing programs and laboratory tests at the Division level.
Oversee and approve hazard analyses and hazard mitigation procedures for handling and testing of developmental and fielded weapon systems, components and assemblies.
Review and approve facility, system and test program specific safety operating procedures in accordance with applicable regulations.
Oversee the application of scientific theories, physical concepts and engineering principles for environmental testing.
Direct implementation of approved test methods, equipment, and facility development.
Consultant in the area of environmental testing, participates in conferences and meetings.
Administer leave, plans work to be accomplished by subordinates, sets and adjust short-term priorities.
Prepare schedules for completion of work and effect minor disciplinary measures for employees.
Recommend action in more serious cases, actions, and employee training and development requirements; evaluate employee performance, advises, counsels, and gives instructions as required on technical and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Practitioner Level certification in Acquisition Career Field Test and Evaluation, or the incumbent must be able to obtain certification within 60 months of appointment.
- The duties of this position requires up to 25% temporary duty (TDY) travel.
- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- The incumbent is required to obtain and maintain Level II, Explosive Handler’s Certification in accordance with AR 380.10 within 6 months of appointment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R(Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Personnel must pass drugscreening prior to hiring and will be subject to periodic and random drug testing, thereafter,
in accordance with AR 600-85 and Department of Defense Directive 2010.9.

Basic Education Requirement for Engineering - 0801 series:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).
In addition to meeting the basic education requirement(s) above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience:
1) Directing test and evaluation assessments of weapon systems, AND
2) Developing plans of schedules, resources and funding to meet a specific scientific and technical objectives, AND
3) Performing a wide range of personnel management duties (such as appraisals, training, work distribution, and disciplinary actions).
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH03/GS13 or above.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, no substitution of experience is allowed.
