This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which assigned DOE organizations and their components carry out their programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.

Duties

As a Management and Program Analyst, you will: Develop and manage stakeholder engagement and outreach activities for water power, including but not limited to the development of strategic plans for these activities and executing those plans. Provide interpretation and quantitative/qualitative analysis, as well as monitor and track legislation pertaining to water power technologies. Provide oversight of the development, editing, and production of various outreach and informational materials targeting specific stakeholder groups. Function as a liaison with the Legislative Affairs and Communications Offices on applicable issues. Collaborate with colleagues in the planning and execution of events, workshops, and evaluation activities such as Peer Reviews. Implement standards and best practices for the office's engagement and outreach materials and approaches.

  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Engaging with public and industry partners to increase awareness of hydropower or water power technologies to meet mission goals. Analyzing, developing, and evaluating hydropower or water power technology engagement strategies for an organization. Delivering and adapting communication trainings and communication materials relating to hydropower or water power technologies for a broad audience. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
