The primary purpose of this position is to serve as a logistics management specialist in support of the host/tenant support agreements, Memorandum of Understanding/Memorandum of Agreement (MOU/MOA) program for the installation.
Duties
Hostffenant Support agreements (HTSA) responsibilities. Works with the requesting official and senior specialists and/or program manager for specific supports services such as (but not limited to): personnel, financial, dining ball, etc.
Assists program managers with development of support criteria.
Serves as technical advisor on Interservice and Intragovernmental Support Agreements.
Negotiates all support agreements, Memorandums of Understanding, and Memorandum of Agreements, manages the support agreement program utilizing the Support Agreement Management software program, provides face-to-face meetings between Supplier's, and Receiver's.
Serves as representative and spokesperson in communicating HTSA program matters.
Alternate Security Manager Duties. Receives notification of derogatory report of information from the JPAS database, from screening of police blotters and AFOSI reports, locally developed information such as a court martial, or from other government agencies, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management and organization principles and theories, including standardized administrative and/or technical support services common to the organization or area of responsibility. Knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of policies practices and procedures of support agreements design, specifications development requests; and an understanding of support requirements as well as organizational functions involved in logistical and/or support services.
Knowledge of policies and practices Host Tenant Support Agreements (HTSA) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
Knowledge of installation support services as they apply to organizations involved in research, development, acquisition, training, etc.
Knowledge of contractual processes, procedures, and technical requirements.
Ability to plan, analyze, and coordinate an installation program to assess requests for various support services and coordinate with appropriate host organizations; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in developing the agreement. Ability to communicate effectively, both orally and in writing.
Knowledge of personnel security clearances and investigation processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
