THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Base Operations Manager (Title 32) (Permanent), Position Description Number D2974000 and is part of the VA MTC, National Guard.

Duties

As a Base Operations Manager (Title 32) (Permanent), GS-0301-14, you will perform the following duties: Manages all aspects of the GTC operations in order to provide 24-hour operational readiness in support of national defense and state/territory determined initiatives and missions. Ensures the training center is fully operational, on short notice (less than 24 hours), to support troops and units which are trained, certified, and immediately deployed to the war fight. Provides direct support and complex coordination involving secured operations of national defense initiatives with MACOM (major commands) or higher commands. Manages all peacetime aspects of the GC mobilization mission to include providing for supply and other physical support of troops training at the GC, planning, procuring, storing, POL, station property, cantonment supply and billeting, and transportation moor pool operations. Manages the operation, maintenance, repair, rehabilitation, and construction of all real proper, to include reactional sites and equipment in support of troop welfare programs (MWR). Works closely with CMFO and other local directorates and outside entities to ensure long-term capabilities are available to support local, national defense initiative, defense support to civil authorities, and domestic operations. Implements and manages programs to ensure compliance with established environment and natural resource regulations and any documentation, such as Installation Natural Resource Management Plans and Cultural Resource Managment Plans, are in place, and that historical holdings are current and available for public review. Directly responsible for the management of a variety of Federal and State funds to support the GTC operations in accordance with current laws, rules, and regulations. This may include funds identified in the Master Cooperative Agreement (MCA) or Inter Agency Service Agreements for the state or territory, or Non-Appropriated Funds (NAF). May direct the work of subordinates in daily funds management and execution. Communicates and performs complex coordination, inside and outside the training center, with National Guard Bureau (NGB) personnel, the commands of other MACOMs, other DoD agencies, heads of federal agencies and states on matters pertaining to funds usage, supply, and training support activities at the training center. Coordinates, supervises, and conducts pre-camp conference with higher headquarters staff personnel and organizational commanders. Interacts with the local media and handle sensitive public relations problems. Responds to congressional inquiries concerning legislation that has potential impact on current and future training center operations and requirements in support of national defense missions. Represents the ARNG and the ARNG GTC, with the Garrison Commander if applicable the surrounding community as directed by The Adjutant General (TAG). Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Reviews selection of candidates for subordinate non-supervisory positions and selects subordinate supervisors taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interoperated and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and other employees directly supervised and provides regular feedback on strengths and weaknesses. Manages performance of subordinate and supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates actions to correct performance or conduct problems. Ensures documentation prepared to support actions is proper and complete. Approves leave for subordinates and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Ensures that subordinate supervisors have effective interpersonal, communication, and managerial skills to supervise in a workplace with diverse employees. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

WHO CAN APPLY: GROUP I- In order to be eligible for this position you must be a Commissioned Officer (O5/LTC (promotable)-O6/COL) currently employed (permanent) in the Virginia Army National Guard Military Technician Program. Military Grades: a Commissioned Officer (O5/LTC (promotable)-O6/COL) GENERAL EXPERIENCE: Applicant must have experience or training which demonstrates the ability to serve as a manager with responsibility for all aspects of training and management. SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-13 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience managing all aspects of operations in order to provide 24-hour operational readiness. Experience being responsible for the management of a variety of funds to support operations in accordance with current laws, rules, and regulations. Experience communicating and performing complex coordination on matters pertaining to funds usage, supply, and training support activities. Experience exercising supervisory personnel management responsibilities.
