The Assistant Chief contributes to the oversight of all supervision, administrative management and direction of the SPS. Oversees all decontamination, sterilization and disposition of facility critical and semi-critical RME. Develops and maintains a system of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations. Contributes to the effective budgetary allocation and fiscal management.

Duties

Duties include but are not limited to the following: Monitoring all RMD processes Quality Assurance monitoring for the cleaning/decontamination, inspections, preparation, packaging, storage, sterilization, reprocessing, and the distribution of surgical instruments and technical medical equipment processed in SPS. Reviewing completed work to ensure that supervisory instructions on work sequence, procedures, methods, and deadlines have been met. Ensuring the availability and control of a large number of separately recurring reusable medical/surgical supplies and equipment. Establishing/maintaining an accurate medical equipment tracking system. Managing the SPS Equipment Inventory Listing for all equipment assigned to SPS. Representing the Chief, SPS, as a member of an advisory capability on committees such as Reusable Medical Equipment Committee, Clinical Product Review Committee, Infection Control Committee; Testing and Evaluation; and Quality Assurance. Issuing, adapting, implementing, and maintaining local SPS policies and procedures. Soliciting assistance from or responding to inquiries from outside regulatory agencies such as Food and Drug Administration, Association for the Advancement of Medical Instrumentation, Joint Commission, Association of Perioperative Registered Nurse, International Association of Healthcare Central Service Material Management, Center for Disease Control, Association for Professional Infection Control and Epidemiology, International Standard Operations, and the Environmental Protection Agency. Participating in continuing education programs and courses. Demonstrating comprehensive knowledge of pertinent state and Federal regulations, particularly OSHA regulations. Responsibility for planning and carrying out the work, resolving most of the conflicts that arise, integrating and coordinating the work of other SPS employees as necessary and interpreting policy in terms of established objectives. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and/or Education(1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or (2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-9 Grade Determinations: Experience: One year of experience equivalent to the next lower grade level GS-8. Examples of creditable experience include, but are not limited to: oversight of a group of MSTs, with administrative responsibility for planning and directing the work. Oversees attendance and leave, including approval of sick and annual leave and vacation schedules. Informs higher level management of anticipated vacancies or increases in workload. Recommends promotions, reassignments, recognition of superior performance, retention or release of probationary employees or other changes of assigned personnel. Holds corrective interviews with employees, referring disciplinary problems to higher levels of management. Resolves informal complaints of employees and deals with union representatives on personnel matters. Provides technical supervision necessary for accomplishing the work of the organizational unit. In addition to the experience above, the candidate must demonstrate the following KSAs. Ability to plan and project staffing needs and requirements. Ability to manage, interact and deal with individuals of varying backgrounds. Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet new and changing program requirements. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. Ability to evaluate new products and equipment, develop options, and make recommendations. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget. The actual grade at which an applicant may be selected for this vacancy is GS-9. Physical Requirements: Work requires walking, standing, bending, stooping, and stretching. It may require some lifting and/or carrying heavy items during the course of the work day. Work Environment: Work is performed in an office setting, the SPS work area or other clinical settings. Incumbent is required to wear protective clothing and be subjected to loud noises from machinery and offensive smells. Incumbent must exercise various safety precautions, protective measures/ devices, etc., eg wearing protective gown, mask, and or gloves. Incumbent must carefully monitor the work area to minimize potential exposure to hydrogen peroxide and other hazardous materials, ensuring compliance with OSHA, EPA, VA and local polices and regulations.
