Duties
You will develop and review environmental documentation and planning submittals for Camp Pendleton.
You will facilitate a coordinated project approach for the application of the National Environmental Policy Act (NEPA) planning process as it pertains to military training, military construction, facilities development, and external agency projects.
You will coordinate tactical environmental planning, acting as the focal point for day to day tactical military training/planning and facility land use planning.
You will provide guidance in all elements of the NEPA planning process, serving in advisory capacity.
You will meet with federal, state, and local governmental agencies concerning approval of plans, permits and programs concerning Camp Pendleton.
You will review and keep abreast of current applicable regulations and their local application.
Requirements

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
GS-11
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and reviewing environmental documentation and planning submittals to ensure organizational compliance with National Environmental Policy Act (NEPA) directives; Coordinating multidisciplinary teams (e.g., military training, environmental management, and regulatory communities) in support of an organization's environmental planning process as it pertains to training, construction, and facilities development; Analyzing and assessing impacts of proposed plans (e.g., military training, construction, and repair projects) on the natural environment and designing solutions to minimize impact to protected resources; Applying knowledge of environmental laws and regulations (e.g., National Environmental Policy Act, coastal Zone Management Act, Endangered Species Act, National Historic Preservation Act, Clean Water Act, and Clean Air Act) to ensure accuracy, feasibility and completeness of an organization's resource planning process; and Communicating both orally and in writing with senior officials and environmental regulatory community stakeholders by preparing and delivering briefs, documenting recommendations, representing an organization at conferences, and training staff.
GS-9:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: Composing environmental documentation; Providing technical guidance regarding natural and cultural resources programs; and Ensuring environmental requirements are met.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position; OR a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates possession of the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
In addition to the Basic Education Requirement: The following can be substituted in order to meet the minimum qualification requirements of this position:
GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
GS-09:Successfully completed a master's or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
Successfully completed two full years of progressively higher graduate level education leading to a master's degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
