The primary purpose of this position is: To serve as a technical advisor to local installation information technology (IT) users in the area of policy and plans as related to IT systems.
Duties
Analyzes requirements and establishes plans of action for improving IT applications.
Performs as plans and policy advisor to functional users of information technology.
Assists with contracting functions and budget preparation.
Attends meetings and presents briefings.

- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Recall to duty may be a requirement of this position.

- ...within nine months of assignment in accordance with DoDI 8140.02 and obtain residential qualifications within 12 months of assignment.
- Maintain valid (i.e., in good standing) DAF approved cybersecurity foundational certification(s) in accordance with DODI 8140.02 if used to satisfy foundational requirements for the role.
- Become and remain qualified in their assigned cyberspace position.
- Fulfill continuing educational requirements of a minimum of 20 hours per year as required by DoDM 8140.03.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security,
and public safety.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes; Applying a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software to assess the organization's IT business requirements; Utilization of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans. Ensures organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities.

Education Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, concepts, and methods.
2. Knowledge of organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of IT requirements.
4. Knowledge of systems architecture, integration techniques and testing methods.
5. Ability to analyze complexities of existing technology, reviews, revises, and develops policy, initiates plans for enhancements, and provides management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
