The primary purpose of this position is to oversee emerging weather capability needs and requirements from internal and external research and development partners in support of complex joint, interagency and international projects and programs.

Duties

Examines potential Air Force Weather Weapons System solutions to include those offered through Rapid Innovation Funds or AFWERX programs (e.g. Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR). Utilizing professional knowledge of meteorology, directs project teams in the development of new products and/or technical capabilities to support user requirements. Applies in-depth, expert knowledge of AFW systems and of the functions and capabilities of the organization's divisions, branches, sections, and/or geographically separated units to respond to user requests for information. Ensures standardized meteorological support for DoD, national programs, and other government and international agencies. Develops, coordinates, and maintains Memoranda of Agreement (MOAs), Memoranda of Understanding (MOUs), and Interagency Support Agreements (ISAs) between the organization and external agencies for the exchange of data, products, and services.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft to support the mission. Work may include travel within and outside the continental United States (CONUS).
  • May be required to work extended hours, weekends, or holidays due to heavy workload, conflicting priorities, insufficient information, and tight time constraints.
  • Skill in using weather computers/software programs and experience with standard Air Force Weather systems are highly desired.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Professional and Scientific Positions, Individual Occupational Requirement for Meteorologist (IOR), Series 1340.https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1300/meteorology-series-1340/ BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Meteorology, Atmospheric Science, or other Natural Science major that included: 1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: a) Six semester hours of atmospheric dynamics and thermodynamics. b) Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); c) Three semester hours of physical meteorology; and d) Two semester hours of remote sensing of the atmosphere and/or instrumentation. 2. Six semester hours of physics, with at least one course that includes laboratory sessions. 3. Three semester hours of ordinary differential equations. 4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. (NOTE: You must submit copies of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: Course work as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Application of weather methods and procedures to formulate and recommend solutions and/or modifications to standard practices, processes, or techniques in order to resolve complex issues or adapt existing strategies to meet unusual needs, special demands, and/or determine feasible solutions to meet requirements. Ability to converses as an expert at the scientific level with senior scientists, geophysicists, and engineers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of professional weather concepts, principles, techniques, and practices, including weather observation, forecasting, communications, meteorological equipment, and support procedures in order to conceive, design, and develop new weather products and services to meet a variety of user requirements Expert knowledge of established weather methods and procedures to formulate and recommend solutions and/or modifications to standard practices, processes, or techniques in order to resolve complex issues or adapt existing strategies to meet unusual needs, special demands, and/or determine feasible solutions to meet requirements. Expert knowledge of advanced weather theories, concepts, principles, and processes to develop and validate new requirements, technical approaches, product proposals, etc., to improve customer support, as well as knowledge of qualitative and/or quantitative methods to analyze and measure user satisfaction and trend data. Knowledge of weather and meteorological policies, organization capabilities, and in-depth understanding of available programs and user requirements to recommend projects and develop/manage agreements. Ability to coordinate diverse efforts to achieve required milestones, including the ability to direct and coordinate the technical efforts of multiple project teams consisting of professionals from multiple vocations. Routinely interact with senior leaders and other experts across a wide variety of technical fields. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
