The primary purpose of this position is: To serve as the Mortuary Affairs Technician (MAT), and provide logistics functions incident to the recovery, identification, care, and disposition of remains of authorized deceased personnel, assist Person Authorized to Direct Disposition (PADD), Next of Kin (NOK), and assists Person Eligible to Receive Effects (PERE).
Duties
Mortuary Affairs Management- Assists Mortuary Officer in processing current deaths of service members and their dependents, Department of the Air Force.
Functions as the installation Honor Guard Program Management.
Functions as the Search and Recovery (S&R) Team Lead.
Responsible for tracking expenses associated with all mortuary cases.
Manages the Personnel Security Program.

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

- The Mortuary Affairs Technician position is demanding and highly sensitive, requiring a great deal of job knowledge, flexibility, and responsibility, involving maturity, patience and a high level of commitment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: utilizing a wide range of mortuary principles, practices, procedures, and regulations applicable to the full range of mortuary responsibilities on a military installation and the relationship of these responsibilities to local emergency response agencies, along with the county coroner's office; applying knowledge of state and country laws and regulations in regards to search and recovery procedures and installation response roles and responsibilities; implementing natural disaster response procedures, training, techniques, and the use of programs, mission, and functions of the installation and MAJCOM to plan, schedule and coordinate mortuary related issues and activities.
EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate level education more than the first 18 semester hours may be combined with experience. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and experience in principles and practices of mortuary affairs, current death programs, search and recovery, and honor guard policies and program management; skill in evaluating program effectiveness, independent development of comprehensive plans, and ability to analyze processes for improvement.
2. Ability to independently plan, coordinate and guide the work of others while managing travel, lodging, memorial and funeral services in compliance with regulations, the wishes of PADD, chaplains, Honor Guard, funeral home, commanders and outside agencies.
3. Knowledge of mortuary principles and practices or progressively responsible experience in two or more functions managed by a mortuary technicians.
4. Knowledge of information, physical, and personnel security concepts, principles, and practices to participate in the planning and implementation of security programs in these areas.
5. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
6. Knowledge of policies, procedures, and regulations for using Government Purchase Card (GPC) and formulating and executing an Appropriated Funds Budget.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
