The primary purpose of this position is: To serve as the Administrative Officer, AFOSI 13th Field Investigations Squadron, with comprehensive responsibility for personnel, comptroller, logistics, communications, computers, information services and vehicle maintenance.
Duties
Plans, organizes, and executes mission support activities for 13th Field Investigations Squadron. Serves as the consultant to the squadron commander on all administrative management activities.
Performs systems, local area network (LAN), and computer system administration duties. Manages all Squadron communications process, computers, and information system programs in direct support of all squadron personnel in four geographically separated units.
Serves as the AFOSI squadrons Financial Resource Advisor. Coordinates with the AFOSI Region Financial Manager with the status and availability of unit funds.
Serves as the Squadron liaison for personnel, equipment/supply control, and vehicles. Maintain an accurate inventory of vehicles, mobility gear, and equipment used by Squadron personnel.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Employee must be able to work under pressure. Emotional stability, tact, and maturity are necessary to cope with unusual and stressful situations.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- May be required to undergo a polygraph examination.
- The incumbent must have the ability to type a minimum of 40 WPM.
- Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
- The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying in-depth knowledge of a body of budget and financial management regulations, practices, procedures, and policies related to financial management activities. Knowledge of a variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex budget accounts for O&M and confidential funds. In-depth knowledge of agency procedures and regulations covering the review, validation and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports. Additionally, have skill in using personal computer equipment, internal computer processes, application and utility programs; a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved.

EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and understanding of Air Force, DOD, AFOSI and federal financial, personnel, logistics, communications, computers, and information management processes. Strong understanding to assist in the development of unit resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices.
Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DOD and Air Force automated data processing and networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of personal computers in the unit.
Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports.
Knowledge of processes related records maintained at National Personnel Records Center. Knowledge of word processing automation software functions to support office operations and ability to instruct and train users to produce a variety of textual documents such as letters, reports, memos, and form letters.
Skill in performing arithmetic computations and ability to prepare and maintain a variety of financial records.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements, meet deadlines, and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sept 96. Employees must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
AFOSI funds management is a particularly sensitive program since funds are closely monitored and used for authorized expenses in support of the AFOSI investigative mission. The legal requirements for managing Advance of Funds (confidential funds) are stringent and subject to severe legal sanction if not handled properly.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
