About the Position: As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical threat agents, the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), a Defense Health Agency Research & Development (DHA R&D) asset, is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties.
Duties
Function as the principal staff advisor for all security program issues.
Develop the command’s annual and un-forecasted budget requirements for all security programs.
Advise Commander on all security-related issues based on official guidance.
Establish and provide oversight of the Force Protection and Physical Security Program in accordance with force protection and physical security program and policy requirements.
Monitor the Security, Education, Training, and Awareness (SETA) requirements, coordinate when appropriate, and develop and conduct execution as necessary.
Liaise as technical authority for the Force Protection and Physical Security Program.
Lead a mixed team of security professionals in executing a brigade-level command’s Protection Program in a coordinated manner.
Establish, implement, and maintain a Personnel Security Program and the Personnel Reliability Programs for Chemical Surety and Controlled Substances.
Implement policies and procedures in accordance with security related regulations.
Direct execution of command’s Protection Program to include Operations Security, Personnel Security, Physical Security, Antiterrorism, Information Security, Mission Assurance, and Foreign National Visits in support of HQ Foreign Disclosure Officer.
Establish and implement comprehensive Operations Security and Personnel Security Programs involving the protection and safeguarding of sensitive and critical information related to the activity’s and supported organization’s missions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility for a Top Secret security clearance.
- This position requires the completion of a pre-employment physical examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.
- This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- This position is designated Mission Essential.
- This position has been identified for the Security Professional Education Development (SPeD) Certification Program.
- Incumbent of this position must complete a formal, Level II Antiterrorism Officer (ATO) training course of instruction before assuming duties as an ATO and attend an approved refresher training every three years.
- This position requires the ability to wear a respirator and appropriate PPE, IAW AR 385-10 and DA PAM 385-61.
- This position requires travel to other duty locations and/or for training up to 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Extended Probationary Period: The length of the probationary period for the Administrative (DJ) Occupational family will be two years.

Specialized Experience: One year of specialized experience which includes:
(1) Experience interpreting and implementing personnel and physical security policies, procedures, and/or plans for a multi-discipline security program;
(2) Experience providing education and training programs for a multi-discipline security program; AND
(3) Experience classifying, handling, safeguarding, and destruction of sensitive and critical information.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12).

USAMRICD is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
