You will serve as a FINANCIAL MANAGER in the COMPTROLLER DEPT of FLTREADCEN SOUTHEAST.

Duties

You will direct a financial management program (e.g., budget formulation; review and execution; accounting, financial reporting) to promote the economy and efficiency of financial resources. You will analyze financial data to advise managers or senior leaders on costs, fiscal allocation, labor funds management, management analysis, or budget preparation. You will recommend solutions to resolve accounting, budget, and financial management problems. You will develop forecasting patterns to be used for program planning, capability-based budget preparation, budget execution, and managerial analysis for an organization.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing expert knowledge of and experience with Navy Working Capital Fund (NWCF) budgeting, accounting and operations. 2) Applying knowledge of federal appropriations law. 3) Demonstrating knowledge of and experience with federal funding flow. 4) Utilizing knowledge of and experience with industrial operations. 5) Reviewing program performance against the funding plan, analyzing variances, and recommending remedial action.
