About the Position: You will perform a wide range of programming and budgeting duties and administrative functions in connection with Nasville District's Project Management Program.

Duties

Initiate directives to other District elements to secure budget and statistical data relating to assigned projects. Analyze budget estimates and technical data received for reasonableness in relationship to previous budget requirements and/or projected programs. Maintain records and monitor the progress of the planning, engineering, and construction effort for assigned project work and prepares reports reflecting monthly status of funds for distribution to responsible personnel. Prepare the submission of reports depicting scheduled and actual obligations and expenditures for the Project Review Board. Utilize project data and budget information contained in feeder reports and procedural guides in the preparation, submission, efficient maintenance, and execution of budget programs for assigned projects. Use an extensive knowledge of operating programs to monitor and coordinate all activities related to project programming. Exercise responsibility for assuring that all District elements involved with work under assigned projects maintains up-to-date data and networks. Review design memoranda, reports, and other material as necessary and prepare data received to provide the total project estimate for each item of work under each assigned project. Prepare and/or collaborate on development of exhibits, reports and correspondence for project information presentations at meetings of public, civic, and other interests as needed during project development.

For the GS-09:Specialized Experience: One year of specialized experience which includes preparing financial management documentation to support execution of project fiscal responsibilities; reviewing the development of annual and long-range civil works budget necessary for regulatory compliance of planning, engineering and construction programs; gathering documentation for the annual budget estimates, and providing technical justification for submission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07) or equivalent OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in afield which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Mathematics and Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. For the GS-11:Specialized Experience: One year of specialized experience which includes identifying and managing resource requirements of project or program scope, budget, schedule, quality, procurement, risk, and/or regulatory requirements and customer relationships as required for program accomplishment; preparing financial management documentation to support execution of project fiscal responsibilities; reviewing the development of annual and long-range civil works budget necessary for regulatory compliance of planning, engineering and construction programs; developing budget estimates and technical justification and reviewing operations to assure maximum utilization of appropriated and/or non-federal funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) or equivalent. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Mathematics and Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-09 level, applicants who have held a GS position within the last 52 weeks must have 52 weeks of time in grade at the GS-07 level. For the GS-11 level, applicants who have held a GS position within the last 52 weeks must have 52 weeks of time in grade at the GS-09 level.
