This position is a Heavy Mobile Equipment Mechanic, WG-5803-10, working in Jackson, Wyoming, for the National Elk Refuge. The National Elk Refuge was created in 1912 to protect habitat and provide sanctuary for one of the largest elk (also known as wapiti) herds. Duties

As a Heavy Mobile Equipment Mechanic, your duties will include, but are not limited to, the following: Excavate, build, grade, load, level and finish to exact specifications using an excavator, bulldozer, loader, backhoe, road grader, forklift, scraper or trencher close to above and below ground facilities and equipment such as structures, utility lines, culverts, irrigation equipment, fences and pavement, based on engineering drawings as appropriate. Perform welding activities utilizing a variety of welding methods and equipment including acetylene, electric, and MIG Welder. Perform plumbing installation, modification repair of disposal systems, water filtration systems, sewage systems, oil and gas distribution systems, tubs, fire, sprinkler and shower systems. Install and repair concrete and masonry structures, including forming, pouring, and finishing slabs, foundations, water crossings, block walls, buildings, etc. Perform routine servicing, operation and repair of heavy equipment such as draglines/cranes, excavators, dozers, forklifts, dump trucks, front-end loaders, motor/road graders, and backhoes.

Requirements

  • Must be a U.S. Citizen or National.
  • Suitability for employment, as determined by background investigation.
  • Duties of this position require the employee to obtain and maintain a valid Class A State Commercial Drivers License (CDL) to operate various vehicles and equipment.
  • This position is subject to physical examination and drug and alcohol testing requirements as established by the Department of Transportation (49 CFR 391.41 (b)(l) through (b)(13))
  • Driver's License: Selectee required to possess and maintain a valid State driver's license at all times during their tenure.
  • Uniform: Official U.S. Fish and Wildlife Service uniform is required.
  • Probationary Period: Selectee may be required to successfully complete a probationary period.

Qualifications

By the closing date of this announcement, you must meet the requirements of the Office of Personnel Management (OPM) Handbook X118C, Job Qualification System for Trades and Labor Occupation. http://www.opm.gov/qualifications/x-118c/ Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date of this announcement will be considered. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements. The screen out element for this position is: Ability to do the work of a Heavy Mobile Equipment Mechanic without more than normal supervision Skill in operating heavy equipment requiring the use of controls, high degree of concentration, good hand, foot, and eye coordination, and landscaping knowledge to assess the proper approach. Skill in welding necessary to properly use acetylene, electric, or MIG welders to weld commonly used metals and to obtain desired penetration, strength, and weld bead dimensions. Skill in applying carpentry, building construction, concrete forming and finishing, painting, and plumbing (including water, gas, and sewage distribution systems) techniques. Knowledge of electrical and mechanical principles, and familiarity with trade practices to disassemble, repair, reassemble, and test electrical components, and of proper operation of fixtures, wiring, and controls such as light switches, circuit breakers, fuses, relays, and outlets; and to identify various electrical components, types, and sizes of wire, connectors, and plugs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.
