Duties
You will serve as the Program Manager, Subject Matter Expert (SME), and advisor as MCLB Albany’s Antiterrorism (AT)/Force Protection (FP) Officer.
You will be responsible for the overall implementation and centralized control of the AT/FP programs ensuring the Installation’s AT/FP programs are effectively coordinated and integrated within the Installation.
You will serve as the installation authority and expert on all matters involving AT/FP requirements, policy, procedures, and program statues and advises the installation chain of command on all matters pertaining to AT/FP issues.
You will act as the focal point to implement, coordinate, de-conflict, and integrate various AT/FP policies, procedures and activities onboard the installation.
you will plan, coordinate, conduct, and/or direct the conduct of vulnerability, criticality, threat, and risk assessments or other surveys to identify specific vulnerabilities of, or threats to, the installation.
You will support efforts to speed the dissemination of critical AT/FP information, i.e., terrorism “Blue Dart” message traffic and Operations Report (OPREP-3) incident reporting.
Requirements

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems
- You will be required to possess and maintain a current valid United States driver’s license
- This position requires a State Criminal History Repository (SCHR) check to be completed on any person selected for this position. I am willing and able to submit to a SCHR check.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: in the Installation Protection Programs such as Antiterrorism (AT), Critical Infrastructure Protection (CIP), Force Protection, and/or Defense Readiness Reporting System (DRRS) experience for the Installation, subordinate, and Tenant Command organizations. Creditable specialized experience includes: Knowledge and understanding of planning, coordinating, developing, implementing, and overseeing AT policies and operations that deter, detect, defend against, and defeat terrorist threats against the Installation's personnel and assets; Knowledge and understanding of the administration and management of the OPSEC program in support of operations; Knowledge and understanding of involving CIP policy, procedures, and program statutes; Knowledge and understanding in the development, implementation, management, execution, and oversight of the major elements of programs/projects; Knowledge and understanding of the Installation Protection Program and DoD Risk Mitigation Process as conducted within the Mission Assurance/Installation Protection Program; Skill in operative communications to provide advice, guidance, and direction to senior level active/reserve officer and civilian leadership in the areas of Installation Protection Programs.
