Incumbent performs as the general foreman for construction projects performed under P&H (Purchase & Hire) Authority. As such, incumbent is responsible to assign work/maintain project schedules, develop procurement lists, inspect construction work for completeness/compliance, implement/oversee safety and infection prevention measures, and perform other related tasks to execute the construction programs projects. Position is Temporary, Time-Limited, Intermittent, and provides no benefits.

Duties

Major Duties include: Incumbent is considered to be a working foreman and is expected to assist with work in all trades supervised. Incumbent coordinates work with VA staff in charge of the area where the work is to be accomplished to minimize disruptions and delays. He/she coordinates and cooperates with other supervisors, including but not limited to the Chief of Maintenance and Repair Section (MARS), Maintenance Supervisor and Operations Supervisor to avoid conflicting schedules between departments. Incumbent provides input when requested regarding project personnel selection. Incumbent reports directly to the Chief of Projects. Work is assigned on a long-term, as well as a day-to-day basis. Assignments are received orally, or in writing, or both. Specific problems are discussed with the Chief of Projects for extensive and difficult assignments. However, normal, routine assignments are given with reference only to the desired results and time for accomplishment. Work is reviewed principally on the basis of results obtained. Incumbent is proficient in construction safety and either has a current OSHA 30 hour certification or will have OSHA 30 hour certification within 30 days of commitment to this position. He/She will have oversight of the projects safety program and will conduct regular shop safety meetings that cover topics which ensure employee safety when performing assigned work tasks. He/She will be responsible for project site safety plans including risk assessments and mitigation procedures. He/she motivates subordinates to operate as an effective working unit; trains new staff in methods and procedures; ensures safe working conditions within the work site making sure safeguards are used in handling tools and materials, and in operation of power equipment; and ensures that good housekeeping practices are observed in all work areas. All compliance issues will be addressed directly and reported to the Chief of Projects daily. Incumbent is directly responsible for performance of assigned construction personnel, both in quality and quantity. The incumbent makes work assignments and explains to subordinates the work to be accomplished, sequence and priority of work, and interpretation of the plans and specifications. He/she makes adjustments in layout or procedure to eliminate slowdowns or stoppage of work. He/she makes daily checks on jobs in progress and initiates corrective measures where there are discrepancies. He/she should have above average knowledge of Microsoft Project and scheduling techniques for multiple projects (Healthcare setting preferred). Incumbent must have knowledge of infection control guidelines, procedures and abatement technology solutions for minimizing the spread of particulates generated during construction activities within a Health Care Facility. Incumbent is responsible for compliance with infection control measures constructed and maintained on all projects and shall report violations to the Chief of Projects. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: This position requires physical effort, continual standing, bending, stooping, lifting, sitting, and reaching. The work also involves frequent pushing, pulling, lifting, and carrying items up to 20 pounds. There is occasional lifting up to 40-50 pounds. The work is performed indoors and outdoors.
