THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AERIAL DELIVERY SPECIALIST SUPERVISOR (T32), PD Number D2150000 and is part of the RI 56th Troop Command. The purpose of this position is to supervise workers, either directly or through one or more subordinate leaders and/or supervisors in accomplishing the operations of a distinct organizational unit and to perform associated nonsupervisory work.

Duties

Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods, and policies. Determines skills, materials, and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, and information on staffing needs, and recommendations as to the scheduling of projected work. Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion. Makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and material is available when needed. Coordinates work with other units. Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Counsels' employees on problems. Adjusts informal complaints through discussions with employees and union representatives. Takes informal corrective action on conduct or performance problems. Initiates proposals for disciplinary action where needed. Works to achieve the objectives of government-wide programs and policies, e.g., equal employment opportunity and labor management relations. Promotes the participation of subordinates in programs such as the suggestion program, cost reduction program, etc. Ensures that regulations governing safety and housekeeping are observed. Maintains production reports and records. Periodically reviews position descriptions of subordinates for currency and accuracy. Initiates the detailing of subordinates to positions other than their own. Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary positions and achieve optimum content in those remaining. Performs non-supervisory work of the function as needed. Implements safety regulatory requirements. Ensures that subordinates wear appropriate safety equipment and follows pertinent safety precautions. Prepares for and participates in various types of readiness evaluations, inspections, mobilization, and command support exercises. May be required to perform such additional duties as structural firefighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. Performs other duties as assigned. Performs work on hard surfaces and in areas that require the incumbent to stand, stoop, bend, and work in tiring and uncomfortable positions. Frequently lifts and carries parts, equipment and containers that weigh up to 40 pounds. Occasionally lifts heavier items with assistance of workers or weight lifting equipment.

Requirements

• NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires RIARNG membership prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• Must be able to obtain and maintain the appropriate security clearance of the position.
• Participation in direct deposit is mandatory.
• This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment). An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Military Grades: E-7 through O-3 GENERAL EXPERIENCE: Experience or training which demonstrates the knowledge of equipment and practices associated with the type of work to be done. SPECIALIZED EXPERIENCE: In addition to journeymen level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate. OTHER SIGNIFICANT FACTS: May have to complete Hazmat certification within 6 months of employment and recertification every two years. May have to complete the Joint Airdrop Load Inspector course within one year of employment. May have to be able to pass annual Pulmonary Function Test (PFT) in the event respirator is required for incidents or spill response. Highly recommended candidate have valid military drivers license. School qualifications/currency as a rigger/parachute packer knowledgeable of proper rigging procedures and ability to rig loads for airdrop to include preparation/packing, and repair of parachutes utilized for these drops. IAW AR 750-32 and AR 59-4 must maintain specialized skill qualification and airborne currency to plan and execute aerial delivery operations in a safe, efficient manner in order to prevent serious bodily harm and or death.

Education may not be used as a substitution for experience in this occupational series and grade.
