The primary purpose of this position is to plan, coordinate, and execute integrated non-kinetic effects into plans, policies, operations, and exercise across the range of military operations that cross areas of responsibility or that directly support National objectives.

Duties

Provides insight and execution management of USSTRATCOM's cyberspace operations; mission areas include computer network attack (CNA), computer network defense (CND) and computer network attack operational preparation of the environment (CNA-OPE). Serves at a team lead of professionals in performing analysis of cyberspace issues of advanced difficulty and complexity. Attends meetings, conferences, briefings, and seminars related to cyber planning, advanced cyber technologies, and cyber support system concepts.

Qualifications

Conditions of Employment (cont.): Employee must be able to acquire and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access in order to perform duties and responsibilities of the position. It is also critical that the incumbent be eligible for Special Technical Operations (STO) access. This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. Employee travels as directed/required via military or commercial air transportation to CONUS and overseas locations, including U.S. and allied countries' facilities, military bases, and austere, hostile environments to provide focused Cyberspace Operations planning and execution support to real world operations, exercises, planning evolutions, and other activities. On occasion, the employee will be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Shift work and/or overtime will periodically be required. Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per DoDM 8140.03 para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert ability in applying the capabilities of Cyberspace Operations to military/operational planning and execution at all levels. Have knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE) System and its relationship to a Combatant Command (desired). Experience/expertise in inter-workings of the U.S. Intelligence Community, Joint Staff, Services and their IO centers, Office of Secretary of Defense, allies and organizations providing support and analytical services/products to USSTRATCOM. Knowledge enabling the incumbent to lead teams and specific planning evolutions, staffing exercises, and other activities that demand a cross section of the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of DoD, JCS, and unified command policies, functions, and operations in order to interpret, evaluate, and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Comprehensive knowledge of USSTRATCOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces concerning cyberspace operations. Thorough knowledge of the deliberate and adaptive planning process and the DoD planning, programming, and budgeting system. In-depth knowledge of principles, practices, and organizational structure needed to assess feasibility and effectiveness of a range of DoD plans and programs to include Joint Operational Planning and Execution Systems (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders affecting USSTRATCOM's cyberspace missions. Thorough understanding of the relationships between USSTRATCOM, Task Forces, Joint Functional Component Commands, various DoD departments and other government agencies involved with cyberspace actions. Ability to clearly articulate USSTRATCOM objectives, in group settings, garner required support, and build consensus using developed interpersonal skills. Ability to prepare staff products and presentations relating to USSTRATCOM cyberspace plans and/or programs for consumption by senior program officials at USSTRATCOM, DoD, JCS, Services, other government agencies and component command levels to include USSTRATCOM Task Forces. Skills to gather, analyze, organize, lead or participate in special studies and present data with members from different organizations and commands to identify problems and develop innovative solutions. Using a developed knowledge of office automation tools and techniques designs and generates reports, briefing materials, and/or comparable documents. In-depth knowledge of information operations (IO) and automated data management systems, techniques, methodologies and computer applications in support of non-kinetic warfare as it applies to cyberspace operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
