This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position manages and directs the installation Family Advocacy Program.
Duties
Carry out program management responsibility for a Family Advocacy Program (FAP) ensuring compliance with legal and regulatory requirements and meeting customer needs.
Supervise a staff of professional prevention-based employees to include planning and scheduling work, identifying needs for changes in work priorities, and reviewing work to ensure satisfactory completion.
Identify program resource requirements and provide FAP budget input to include manpower, supplies, and equipment.
Coordinate social work services and provide referrals to other programs and services to include a Military Treatment Facility, Child Protective Services, Chaplains, state and local social services agencies, and other military and medical personnel.
Manage a child abuse/neglect and domestic violence prevention and education program.
Provide education and skills development activities such as parenting skills, stress and conflict management, support groups, developing personal responsibility, and couples’ communication.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Child Care Background Check during the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement occasionally of the time.
- One-year probationary period required if the selectee has not previously met this requirement.
- Positions requires Secret security clearance.
- Incumbent is required to submit Confidential Financial Disclosure Report, ODE-450.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Social Worker: Master's degree (or higher degree) in social work from a school accredited by the Council on Social Work Education. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes assessing the special needs of the community; identifying local and national trends in family violence and treatment; developing and education program to inform the community about child and spouse maltreatment; and developing and publicizing information about child and spouse maltreatment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permit.
