About the Position: Serves as Construction Representative with full responsibility for the management and surveillance of assigned construction and/or remediation projects, which constitute a major portion of the total construction activity, or several smaller projects within a geographical area. Advises, directs and instructs lower grade personnel as required.
Duties
Performs the full range of field duties including construction management, quality assurance, and safety monitoring functions for complex Military Construction projects.
Incumbent participates in design review conferences and discusses construction aspects of the design and foreseeable problems.
Advises the Resident Engineer on plans and specifications, and performs determinations on whether methods and materials employed meet requirements of specifications.
Make recommendations for changes in construction to meet field conditions
Monitors the contractor’s schedule and uses contractual actions to address contractor schedule problems and slippages.
Manages the submittal register and that submittals are reviewed on time.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Project Assignments may vary in length and location from the Area Office thus requiring (TDY) and/or (PCS) moves on a recurring basis. Incumbent will be required to sign a mobility agreement as a condition of employment, at managements discretion.

Specialized Experience: One year of specialized experience which includes: 1) Monitoring construction quality such as adherence to approved production schedule or proper installation of material components; 2) Analyzing various phases of construction to ensure compliance with contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
