This position is located in Bonneville Power Administration (BPA), Finance (F), Financial Planning & Analysis (FA) and Financial Analysis & Forecasting (FAF).
The primary purpose of this position is to serve as a senior operations research analyst, team lead, and senior advisor to BPA executives responsible for leading the rate case Financial Risk Analysis and implementation of BPA's Treasury Payment Probability standard in Power and Transmission rates.
Duties
As an Operations Research Analyst, you will:
Serve as a senior operations research analyst, BPA-wide technical expert, and senior advisor to BPA executives on BPA's long range financial and rates plan.
Serve as the lead of a team of analysts and acts as principle technical expert responsible for leading, planning, and preparing the long range financial and rates forecast for the Power and Transmission business lines ensuring technical appropriateness, soundness, and accurate interpretation of results.
Conduct analysis and provides recommendations by applying expert knowledge of the electric utility industry and financial forecasting to include mathematics, statistical analysis, computer modeling, decision theory, mathematical programming, regression analysis, and economic analysis.
Serve as the senior operations research analyst, BPA-wide technical expert, and senior advisor to BPA executives on the application of BPA's Treasury Payment Probability standard and development of Power and Transmission financial risk analysis and mitigation applied in Power and Transmission rates.
Lead a team of analysts, oversees and prepares the financial risk analysis for the Treasury Payment Probability financial model, including improvements and adaptations, to produce financial risk analysis for Power and Transmission consistent with BPA statute, policy, past practice and in alignment with BPA's 97.5% strategic plan goal.
Lead a team of analysts and oversees the Power and Transmission financial Risk Analysis Study in Power and Transmission rates.
Qualifications
BASIC REQUIREMENTS
Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized Experience is defined as: 1) Conducts analytical investigations using advanced scientific and mathematical methodology and problem solving; 2) Plans, organizes, and conducts/leads extremely complex technical analyses; and 3) Provides significant and innovative recommendations for advancing programs and methods.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
