Duties

The primary purpose of this position is: To serve as a major command (MAJCOM) headquarters-level program analyst, applying knowledge of special operations aircraft, programs, missions, and requirements to analyze, develop, and evaluate requirements issues, and develop recommendations to resolve substantive problems/issues of effectiveness and efficiency of work operations in the requirements generation process of assigned major command program(s). Applies Air Force systems program analysis and special operations knowledge, to manage the acquisition, fielding and sustainment of AFSOC manned ISR platforms and supporting systems. Analyzes, develops, and evaluates requirements issues, and develops/implements recommendations to resolve substantive problems/issues of effectiveness and efficiency in the requirements generation process. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in requirements.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • Previous special tactics or rated/non-rated operational aircrew experience in AF SOF weapon systems is desirable.
  • Completion of RQM 110 is highly desirable but must be completed within 6 months of appointment to the position.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Expert knowledge of AFSOC's special operations aircraft and missions, command structure, programs, organizational relationships, program goals and objectives, AFSOC's Requirements Board and Council, and policy and procedures for the Air Force Requirements Oversight Council (AFROC), and the USSOCOM's Special operations Command Requirements Evaluation Board (SOCREB). Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command level plans, programs, and requirements for participating in or conducting major operations such as war, mission and flying operations, deployment, mobilization, PPBS, acquisition, special operations, exercise, rescue, foreign military sales, contingency, long-range strategy for the bed down of new aircraft, rebasing concepts, tactical and strategic airlift, training, or similar operations. Expert knowledge of the DoD, Joint Staff, Air Force, USSOCOM, and AFSOC requirements regulations: DoD 5000, CJCSI 3170, Joint Capabilities Integrations and Development System (JCIDS) Manual, USSOCOM Dir 71-4, AFI 10-601, and AFSOCI 10-601 to address the development of initial capabilities documents (ICD), capability development documents (CDD), and capabilities production documents (CPD). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, foreign military sales, PPBS, acquisition, contracting, special operations, or similar operations. In-depth knowledge of Air Force and command program goals and objectives, AFSOC's Charters for the Requirements Board and Council, Air Force Requirements Oversight Council (AFROC), USSOCOM's Special Operations Command Requirements Evaluation Board (SOCREB), and the overall planning and execution of military operations and evaluations, the sequence of timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. Ability to research, study and advise on Air Force Special operations aircraft, programs, missions, and requirements in the support of unit staff assignments within Air Force or a Joint Operations environment; in the area of Logistics Plans and Programs, Communications and Information, Operations, or Intelligence, or deployment on contingency operations. Extensive knowledge of agency planning, programming, budgeting, and execution system actions; modifications/acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure and Operational Test and Evaluation (OT&E). Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe problems/issues of effectiveness and efficiency of work operations in a major command relating to military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures; Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships including experience in preparing project papers and staff reports, preparing and presenting briefings to managers, operators, maintainers and decision makers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
