The primary purpose of this position is to perform a variety of technical and administrative work in support of the Civilian Personnel Office.
Duties
Provides Administrative Support to the Automated Suitability and Security Clearance Process.
Provides technical guidance, information, and assistance for a variety of Employee Relations programs.
Performs a variety of recruitment and placement support duties.
Effectively utilizes HR applications to collect, input, retrieve, and prepare a wide variety of reports.
Serves as the resident subject matter expert for mandated administrative support programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 0203 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include providing administrative support to the organization by using a variety of databases in support of personnel programs. Experience with documentation and reports in regards to processing of grievances, appeals, or complaints. Experience with multiple office automation software to generate reports, graphs, or spreadsheets.

EDUCATION: Successful completion of four years of education above the high school level obtained in an accredited junior college or university leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. NOTE: You must submit a copy of your transcripts with your application.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of personnel security processes, clearances, and investigation processes and general clerical office functions.
Knowledge of an extensive body of employee relations and recruitment and placement rules, procedures, and technical methods to perform a wide variety of interrelated and/or non-standard HR support work involved in the recruitment and management of various lower graded clerical, administrative, technician, and semi-skilled wage grade positions.
Ability to research, analyze, interpret, and apply rules, regulations, and procedures. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
Knowledge of office applications and word processing automation software and Tongue and Quill to support office operations and produce a variety of textual, such as letters, reports, memos, spreadsheets, databases, and graphs. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
Ability to communicate factual and procedural information clearly -- orally and in writing. Ability to develop and maintain effective relationships and to communicate effectively both orally and in writing.
Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
