The Battle Creek VA Medical Center is recruiting for an Supervisory Management and Program Analyst. The Supervisory Management and Program Analyst will function in the Veterans Transportation Service.

Duties

The duties of the position may include but, are not limited to: Supervises employees determining the method of payment for authorized and unauthorized mileage reimbursement and ambulance claims submitted for consideration. Monitors receipt of invoices for payment of transportation services and supervises processing them through the Invoice Payment Processing System (IPSS), the electronic Claims Adjudication Management System (eCAMS), and the Beneficiary Travel Self Service System (BTSSS). Investigates authorizations, orders, and/or utilizes the Computerized Patient Records System (CPRS) to review medical records and submits all documents for payment utilizing appropriate control point references. Liaison between vendors and Fiscal Service for contracting. Writes or selects appropriate letters explaining the disposition of unauthorized travel claims. Provides budgetary advice on the application of VA budget guidelines to program officials and their representatives. Develops budget estimates to be used in proposals for new programs and planning efforts as requested by Medical Center management. Work Schedule: Monday - Friday, 8:00am -4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Supervisory Management & Program Analyst position. Examples of specialized experience include: Managing a travel program in a healthcare environment. Managing transportation contracts, mileage reimbursement, emergent ambulance claims, inter-facility transfers and common carrier transportation. Primary point of contact for all transportation contracts including Special Mode, common carrier, ambulance, and air ambulance. Budget administration for a transportation program. Regular use of invoice payment systems and self service travel system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work is typically performed in an adequately lighted and climate controlled office. Although the work is performed in an office setting, safety precautions are necessary due to the possibility of hostile Veterans regarding their receipt of funds for mileage reimbursement, taxi claims and ambulance bills.
