This position is located in the Kentucky State Office in USDA/Rural Development (RD). Incumbent serves as a key member of the State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs.
This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.
This vacancy announcement is open to current Rural Development State of Kentucky employees only.
Duties
Provides leadership in implementing the community development principles of the RD mission area.
Participates in the development of the State Strategic plan by researching opportunities and challenges specific to the geographic, social and political factors in the area of jurisdiction.
Provides leadership for a comprehensive RD program to process, service and supervise loan, grant, and guarantee programs throughout the jurisdictional area and furnishes professional advice and credit, financial and management guidance.
Working with appropriate supervisors plans, directs and coordinates statewide Business, Community and Housing Programs operations.
Develops and implements an annual marketing plan to include identification of direct and indirect customers and targeted groups.
Leads the marketing efforts to promote the programs and services of RD in the area served.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Experience planning, directing, coordinating, executing, and evaluating program activities related to the business, commercial and/or cooperative development loan, grant, and/or loan guarantee programs (i.e., processing loans and grants and servicing existing borrowers). Experience providing policy updates training in business program law, regulation, credit counseling, customer service, loan processing and/or grant processing through training sessions and development of procedures. Experience establishing priorities, evaluating performance, and/or advising employees on administrative and work-related matters.

Education
