The position is located in the Office of Public and Congressional Affairs, VA Pittsburgh Healthcare System under the supervision of the Deputy Chief Public Affairs Officer. The Lead Visual Information Specialist maximizes the creative talents of the team by coordinating, analyzing and reporting all visual media production data to their supervisors and co-workers. Provides direction on branding, promotional campaigns, design and marketing efforts.

Duties

Graphic Design: Selects visual materials to be incorporated into visual aids, prepares draft layouts, creates word text, complex graphics and assembled written conceptual material using Adobe Creative Suite software. Technical authority on a wide range of principles, practices, methods and techniques for communicating information through visual means. Modify or adapt standard practices and procedures in addition to marketing and advertisement expertise. Develop project and campaign guidance, coordinate logistics, control expenses and arrange procurements. Provides assistance to special project officers and service lines. Expert in the use of professional graphic design software programs. Oversees and assists with the maintenance and programming of the Cinemassive wall at Heroes Hall as well as the GetWell Network digital news boards. Photography: Photographing and/or videotaping, provide audiovisual assistance for public and non-public events. Use of accessory equipment, such as filters, lenses, flash and other necessary components, sets up lighting equipment, Produces detailed images of patient injuries and diseases for use in treatment and education. Audio/Visual Production: Operates remoted and studio television production video equipment, prepares arrangement or layout for audiovisual projects. Meets with author to make decisions and determines appropriate format and medium based on final reproduction, deadlines, requestors use, time and resources. Designs visual products such as photographs, illustrations, diagrams, graphs, slides, charts, etc., for use in audiovisual products. Uses multiple video production equipment such as character generators, switchers, video still-sores and video clip-store systems. Edits images. Recommends appropriate actions to meet production outcomes, budgetary needs. Analyzes problems, provides information and makes necessary corrections to network designs and concepts. Research into networks, system, equipment and communications. Acts as a mentor to media staff. Lead Duties: Serves as a technical and administrative lead for the Creative Team, Photographer and Audio Visual Production. Oversees daily operations and work of subordinates, task assignments, Develops reporting procedures, sampling techniques, and measurements. Coordinates an efficient and effective workflow process. Coordinates supplies, staffing, patients and volunteers to meet necessary goals. Implement standard operating procedures, develop and implement written processes, establish standard templates and oversee creation of specialized products. Gives advice, counsel and instruction to employees. Hears and resolves complaints. Provides input on performance. Answers and responds to inquiries. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, maps, slides, overlays and other kinds of visual material for use in communicating information through visual means. Examples of specialized experience would typically include, but are not limited to: coordinate, plan, maintain, promote, design and produce computer-designed print and electronic visual information materials and photographically enhanced media, prepare arrangement or layout for graphic design projects, execute illustrations that involve themes or subjects, transform descriptions of items, monitor submissions to ensure grammatical and structural correctness as well as compliance with policies and procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph. D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. if related with a major study - commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject matter knowledge of medicine, science or technical equipment. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves some standing and sitting for extended periods of time at a desk or computer terminal. The work requires manual dexterity, hand-eye coordination, and the ability to accurately perceive and sense color hues/chroma.
