This position is located in the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region II, USVI Recovery Office. The ideal candidate for the CORE-Contract Specialist position will have demonstrated experience in the full spectrum of contract award, administration actions for emergency response, be FAC-C certified, and have no travel limitations.

What will I do in this position if hired?
In this Contract Specialist position, you will be responsible for soliciting, evaluating, negotiating, awarding, administering, analyzing, advising on, and/or terminating contracts for the procurement of supplies and services for the Disaster Housing Mission within Region II Response Division.

To qualify for this Contract Specialist position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Assisting with acquisition solutions or source selection plans;
Applying contracting procurement, policies, and regulations in preparing and/or awarding contracts; and
Using price analysis and negotiation techniques in the procurement process.
OR
Education: 2 full academic years of progressively higher-level graduate education, or master's, or equivalent graduate degree, or LL.B., or J.D.
OR
Combination of education and experience.
AND
Individual Occupational Requirements
This is an individual qualification standard developed by the Office of Federal Procurement Policy under the authority of 41 U.S.C. 433.
A .4-year course of study leading to a bachelor's degree with a major in any field;
or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

This position will require FAC-C certification which is mandated by DHS policy for Contract Specialist series 1102 positions. DAWIA Certification Conversion: DHS recognizes current DAWIA certifications as equivalent to FAC-C at the same level as long as the individual has met the education and experience requirements.
