Duties

Develop, prepare, and/or review plans, specifications, and cost estimates for construction and/or proposed/ongoing projects. Review designs for compliance with current industry practices and ensures designs fit field conditions; suggests modifications when issues are identified. Use a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts. Interpret extensive, incomplete, or conflicting data. Evaluate new materials technology and sophisticated or complex materials. Advise on instrumentation, equipment, and laboratory system capabilities; and selects, calibrates, and fabricates highly sophisticated laboratory systems. Conduct evaluations of existing conditions, safety inspections, and investigations of incidents. Formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Use databases to maintain engineering data and records.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-10, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service performing duties related to Engineering Technician position, in three or more of the following areas. 1. Performing technical analysis of drawings, construction schedules, proposals, submittals, modifications, and/or other contractor- provided documentation. 2. Developing plans, specifications, statements of work and/or cost estimates for proposed or ongoing projects. 3. Familiarity with testing and instrumentation equipment. 4. Drafting technical documentation for engineering work assignments. 5. Reviewing statements of work, construction schedules, and/or contractor payment requests. 6. Conducting field inspections to ensure contractor work meets requirements and standards and documenting findings. 7. Application of engineering principles and practices to understand issues and determine solutions. 8. Use of techniques necessary to administer operations and maintenance (O&M) programs. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service performing duties related to Engineering Technician position, in five or more of the following areas. 1. Performing technical analysis of drawings, construction schedules, proposals, submittals, modifications, and/or other contractor- provided documentation. 2. Developing plans, specifications, statements of work and/or cost estimates for proposed or ongoing projects. 3. Familiarity with testing and instrumentation equipment. 4. Drafting technical documentation for engineering work assignments. 5. Reviewing statements of work, construction schedules, and/or contractor payment requests. 6. Conducting field inspections to ensure contractor work meets requirements and standards and documenting findings. 7. Application of engineering principles and practices to understand issues and determine solutions. 8. Use of techniques necessary to administer operations and maintenance (O&M) programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/26/2024.
