This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position will serve as the Business Manager for Product Manager (PM) Force Protection System (FPS), located at Fort Belvoir, VA.

Duties

Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs. Uses knowledge of administrative, acquisition, program and budgetary laws, policies, regulations, and precedents to review and evaluate date pertaining to the budgets for substantive programs and to provide expert guidance and advice to management. Serves as expert planner, analyst, and advisor to the PEO/PM on program cost analysis, annual/multi-year and long-range fiscal/program planning, contractual, and/or commercial issues for key agency programs. Recommends reprogramming of funds, as necessary, to accommodate newly assigned functions or program restructuring, anticipating future problems, or issues that may develop. Serves as a senior analyst performing a wide variety of budget functions involving the formulation, justification, and/or execution of budgets that support overall operations or major substantive programs or projects in the PEO/PM. Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Business Financial Management within 60 months of entrance on duty.
  • This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:1) Performing planning, programming, budgeting and execution (PPBES) of major Project Management (PM) programs; 2) Executing allocations of funds to accommodate new assigned functions and projects to ensure mission requirements are met; and 3) Using financial data bases to analyze budget information and brief senior leadership on short and long-term funding requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/ GS-11.
