The incumbent serves as a non-bargaining unit, Program Specialist, and reports to the Chief, Office of Quality and Patient Safety. The incumbent serves as the facility coordinator and manager for Governance documents such as charters, policies, minutes, and standard operating procedures.

Duties

Duties and responsibilities include, but are not limited to: Assists the Chief, Quality and Patient Safety Service in the development of systems for HUMs, IBs, and the Suspense Program and Tracking System (incoming and outgoing) and related policies and procedures. Manages a system that ensures the facility consistently meets deadlines for all required suspense items assigned by the executive leadership team, VISN 10 and VACO. Ensures all correspondence is logged into the appropriate database tracking systems and ensures all correspondence is managed within assigned deadlines. Develops presentations and training materials for quality management. Tracks policies to ensure that updates are completed in a timely manner. Assists the Chief, Quality and Patient Safety Service in the planning, reviewing, and reporting of data/statistical results of program reviews. Establishes protocols for incoming data, organizes written and computerized data, and retrieves data. Reviews documents, reports, and other clinical reviews for inconsistencies, and ensures data entry is complete and accurate. Develops reporting procedures, techniques, and measurements at various points in the transaction process to identify problem areas or weaknesses in work processes, procedures, or information systems. Prevents ineffective work practices and verify compliance to standards, monitors with the guidance of the Chief, Quality and Patient Safety Service, the quality of program implementation and indicators. Work Schedule: Monday through Friday; 7:30 a.m. to 4:00 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or educationas described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service that has equipped me with the knowledge, skills and abilities necessary to perform the duties of this position. Examples of specialized experience would typically include, but are not limited to: analyzing, evaluating, advising, and coordinating administrative operations; applying analytical and evaluative techniques; excellent communication and customer service skills; completing assigned projects and reviews in a timely manner; adapting to situations quickly, precisely, and accurately. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree. OR, 2 full years of progressively higher level graduate education leading to such a degree. OR, LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education that is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: While mostly sedentary, some physical effort may be required. The incumbent's work is performed in an office environment, which is adequately lighted and climate controlled. May occasionally visit various other areas throughout a campus-style medical center.
