Provides supervision over the activities of the Budget and Program Analysis Staff (BPAS) staff and reports directly to the Deputy Administrator of Policy and Program Development (PPD). The APHIS Budget Officer and staff coordinate the APHIS budget formulation and justification processes for the Administrator and Under Secretary for Marketing and Regulatory Programs to ensure the Agency's budget represents the resources necessary to carry out U.S. Government, USDA, and APHIS mission priorities.
Duties
The duties may include, but are not limited to:
Formulates Agency budget policy; coordinates, interprets, and prepares formal Agency budget proposals and requests, both for annual appropriations and emergency funds.
Directs and oversees the development, preparation, and review of all budget planning and presentation documents and materials.
Determines the availability of funds, including appropriated reimbursable, trust, user fee, and transfers from all sources to meet Agency program and administrative needs.
Evaluates and recommends allocation adjustments or transfers between programs, units, or locations and directs the implementation of approved recommendations.
Serves and key spokesperson for the Administrator and Under Secretary in dealing with the Department Budget and Program officials, 0MB, and Congressional Appropriations Committees.
Oversees the development and approval of jacketed correspondence having budgetary implications for the Administrator, Under Secretary, and the Secretary.
Directly supervises the BPAS staff and advises other APHIS staff in the budget policy formulation, justification, and management activities.
Assigns and reviews the work of staff to ensure timely performance, soundness, and value.
Initiates recruitment actions for job vacancies. Evaluates applications, conducts interviews, and recommends selections.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Coordinated the formulation of a large organizational level budget across multiple programs within a Federal Agency.
Served as the technical authority in areas related to federal budget policy and processes across multiple programs.
Established and maintained communications and relationships with internal and external entities which enhanced organizational capacity to reach mission goals.
Rapidly and accurately prepared budget and resource analyses, data assimilations, and pertinent process information for presentation in formal and informal settings. (Metrics are appreciated to best show timeliness and volume of work performed to the Hiring Manager)
Performed a range of managerial and supervisory functions such as directing a group of individuals to task accomplishment and creating a work environment that staff members are appropriately recruited, selected, appraised, developed, and rewarded.
Note: There is no education substitution for this grade level.
