This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Program Operations and Local Engagement (OPOLE), Drug and Health Plan Operations (DHPO), Program of All Inclusive Care for the Elderly (PACE).
As a Nurse, GS-0610-13, you will serve as a clinical resource and expert for agency programs aimed at improving the quality of health care delivery for beneficiaries of CMS-administered programs.
Duties
Make recommendations for approval, modification, or disapproval of contract changes or special projects, based on clinical feasibility and conformance with agency goals and policies.
Conduct special studies in health care to determine adequacy and effectiveness of MA-PD and PACE.
Prepare issue papers, manual revisions, etc. regarding program regulations, policies and procedures.
Represent CMS at meetings and seminars with government and non- government officials for the purpose of addressing policy and project surrounding the measurement, assessment, and improvement of quality care.
Monitor and evaluate performance of quality improvement projects and initiatives to ensure project goals and Agency objectives are met.

- You must possess a current, active, full and unrestricted license or registration as a professional nurse (i.e., RN) from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Providing clinical guidance or recommendations in the areas of quality assurance, health service delivery, or utilization management; AND
2) Conducting assessments, surveys, quality reviews or regularly scheduled audits to evaluate compliance, provide recommendations for improvement or drive policy changes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the
Commission on Collegiate Nursing Education ,
Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the
U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the
Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION).

License Requirement: Applicants must have passed the
