About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Network Enterprise Center in Monterey, CA.
Duties
Serve as the NEC Acquisition Action Officer.
Execute and maintain budget for Operations Maintenance Army (OMA) budgets and Other Procurement Actions (OPA) budgets for assigned accounts.
Responsible for the management and control of the office Government Purchase Card (GPC) program.
Manage a variety of administrative programs for the directorate dealing with publications, records management, correspondence, TDY, ATAAPS and information management.
Prepares and staffs all civilian personnel actions for the NEC.
Develop and manage the NEC Tables of Distribution and Allowances and Local Tables of Distribution and Allowances (TDA)/(LTDA) and maintains a current manning document.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must obtain and maintain at a minimum a Secret security clearance. Failure to do so may result in separation for the efficiency of the Federal Service.
- Incumbent may be required to perform the above duties on a short notice to include nights, holidays, and weekends in support of related mission requirements.
- TDY may be required up to 10% of the time.
- The employee may be required to work overtime.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Specialized experience would be demonstrated by 1. preparing, reviewing, and/or maintaining acquisition, budgetary, administrative and management functions and records; 2. performing management analyses, human resources and program assistance; 3. preparing or reviewing a variety of administration or technical documents such as reports, and correspondence; and 4. tracking and/or coordinating personnel actions.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
