You will serve as a SENIOR ENVIRONMENTAL ENGINEER in the Environmental Compliance Branch (EV1), Petroleum Section (EV13) within the Environmental Division of the Naval Facilities Engineering Systems Command Southeast.

Duties

You will serve as Subject Matter Expert, program manager, leader and mentor for environmental compliance products and services. You will serve as SME in support of petroleum storage tanks compliance, maintenance and repair, spill prevention control and countermeasures and Facilities response planning. You will evaluate and develop environmental information requirements to monitor and demonstrate legal compliance, technical guidance, documents and field assistance in investigations and oversight of associated management plans, studies, and audits. You will serve as a senior SME for environmental compliance in order to develop technical requirements, prepare justifications, and/or provide technical expertise to leadership and other activities. You will interact with regulatory agencies to ensure compliance with and resolve potential infractions of applicable local, state, or federal regulations, directives, policies, or permits. You will review plans, designs, and specifications for improvement, alteration, planning, design and construction of facilities.

  • This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Current registration as a Professional Engineer is required at the GS13 grade level.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Please provide a current copy. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Petroleum technical subject matter expertise, program or project management, within the command that ensures all applicable environmental laws, executive orders, regulations, policies, instructions, and contract stipulations are followed; evaluates and develops environmental information requirements to monitor and demonstrate legal compliance; provides technical guidance, documents, and provides field assistance investigations and oversight of associated management plans, studies, and audits. 2.Ability to maintain technical/financial consistency in POM exhibits, audit findings, project estimates, and project execution while ensuring a quality deliverables in regards to petroleum requirements.3. Serves as a subject matter expert on areas under professional and technical cognizance of the petroleum section providing professional and technical assistance and information to other Directorates/Divisions, Public Works Departments, installations and other officials within the Navy. Typical products and services include Spill Prevention, Control, and Countermeasure plans, Facility Response Plans, inspection reports, and other reports, studies, permits, etc. relating to environmental compliance with petroleum storage and spill prevention regulations. 4. Prepares briefs or point papers for leadership, attends and participates in workgroup meetings to ensure CNIC/USFFC/NAVFAC are aligned and consistent with regulation & policy.5. Interacts with regulatory agencies to ensure compliance with and resolve potential infractions of applicable local, state, or federal regulations, directives, policies, or permits 6. Reviews plans and specifications related to the planning, design, and construction of facilities 7. Communicates technical and programmatic matters at meetings, conferences, and hearings with municipal, state, regional, federal regulatory authorities, higher echelons, commands, technical peers, and the general public.8. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
