Duties

In this position, you will serve as Auditor. Typical work assignments include: Conduct audits, evaluations and special reviews in accordance with generally accepted government auditing standards and generally accepted accounting principles issued by the American Institute of Certified Public Accountants (AICPA) and/or U.S. Government auditing standards and policies and Council of Integrity and Government Efficiency (CIGIE) Quality Standards for Auditing. Expand or contract audit/evaluation/special review programs as a result of initial findings. Perform, evaluate and write reports on audits, evaluations and special reviews of awardee/contractor financial integrity, compliance with NEA and Federal requirements, economy and efficiency of operations, and program results. Evaluate corrective actions taken by NEA awardees, contractors, and the NEA in response to audit and evaluation recommendations. Interpret agency policies and provisions to the development of audit/evaluation/special review procedures, instructions, work plans and schedules. Expectations for NEA OIG Auditors at the GS 11 level include performing all duties listed in the Minimum Qualifications section, while working with the Audit Manager to develop the skills and experience necessary to independently conduct audits with minimum revisions to audit work or reports. Expectations for NEA OIG Auditors at the GS 12 level include successfully performing all duties expected of the GS 11 Auditor and listed in the Minimum Qualifications section, but with less reliance on guidance from the Audit Manager.

Qualifications

To qualify for this position you must meet the following Basic Requirement and Minimum Qualifications at the GS-11 and/or GS-12 level: Basic Requirement: A. Possess a degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. -OR- B. Have a combination of education and experience. This is defined as at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;(2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or(3) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. GS-11 Minimum Qualifications: You qualify for the GS-11 grade level if you possess one of the following: A. Have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Conducting audit assignments within a team in accordance with established guidelines and regulations; Analyzing and summarizing audit data; Identifying and reporting on audit discrepancies and/or errors; and Assisting in the preparation of portions of the draft and final audit reports. -OR- B. Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your transcripts to verify education. -OR- C. Have less than one year of specialized experience and less than 3 years of graduate level education as described above that, when combined; equal 100% of the qualification requirement. Note: Only graduate education in excess of the master's level [generally 36 semester hours] may be used in this calculation. NOTE: You must submit a copy of your transcripts to verify education. GS-12 Minimum Qualifications: You qualify for the GS-12 grade level if you possess at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Assisting in performing audits and/or reviews for a program in accordance with established guidelines and regulations; Reviewing and assessing financial or program data; Evaluating corrective actions for previously identified deficiencies; and Drafting and presenting final audit reports to leadership. In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered.
