As a Personnel Psychologist in the Office of Strategy, Learning, and Workforce Development, the incumbent performs complex HR research and analysis. The incumbent serves as a technical advisor to management and staff regarding personnel research by performing centralized in-depth analysis associated with functions involving agency-wide HR programs such as Workforce Trends, Workforce and Succession Planning, Strategic Planning, Learning Initiatives, Program Evaluation, etc.
Duties
Designs and leads novel, sophisticated, and complex research projects, studies, and analyses, including, but not limited to workforce trends, employee engagement, strategic planning, workforce planning, succession planning, competency assessment,
[CONT] learning and development program evaluation, and organizational development.
Develops data collection and research methods for personnel studies, which are consistent with professional standards, federal and state regulations, and guidelines.
Utilizes methods for the psychological assessment and improvement of SSA and HR program effectiveness and the improvement of complex management processes and systems. Assesses the impact on SSA employees and makes recommendations.
Conducts substantive briefings and presentations for senior leaders.
Assists the AC-level Executive Team in the formulation, evaluation, and implementation of plans for achieving immediate and long range planning goals and objectives.
Creates reports, presentations, memorandum, and other written communications for different audiences on a variety of human capital topics.

Qualifications

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.
Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include experience interpreting policy and regulatory requirement to determine the best method of data evaluation and analysis methods used for analyzing problems; developing data evaluation instruments, measures, and tools such as surveys and questionnaires; consulting with management officials on conducting statistical analysis, methods, and techniques; and establishing general specifications of data content, collection, and dissemination in order to solve complex HR challenges.
In Addition to the minimum qualifications above this position has an Individual Occupational Requirement (IOR). To qualify you MUST have a degree with a major in Psychology (or equivalent). Transcripts are required by the close of this announcement.
